Republicans Rip Hearings Reviewing Sandy Cleanup Firm That Includes GOP Chair

Those paid by Florida-based AshBritt, which got a contract for up to $100 million to clean up after natural disasters, includes George Gilmore, the Ocean County GOP chairman

 

Republicans ripped Democratic lawmakers Friday and Saturday for calling "witch-hunt" hearings reviewing a contract that could pay a politically connected company to clean up after Hurricane Sandy.

Florida-based AshBritt could receive up to $100 million to clean up after Hurricane Sandy and other natural disasters, the Star-Ledger is reporting.

Those paid by AshBritt include George Gilmore, the  Republican chairman of Ocean County; Maggie Moran, a former top aide to Gov. Jon Corzine whose husband is the mayor of Belmar; and Kris Kolluri, a New Jersey lobbyist and former head of the state Department of Transportation under Corzine, according to the newspaper.

Assemblyman John Amodeo, R-Atlantic, a member of the Assembly Regulatory Oversight and Gaming Committee, issued the following statement on the cleanup from Superstorm Sandy:

“Superstorm Sandy was immense and created an unprecedented challenge for our state, including how to remove incredible amounts of debris. Governor Christie showed leadership, acted decisively and responsibly to provide local communities an option to start their clean up immediately and put people’s lives back together as quickly as possible.

“AshBritt’s performance has been remarkable and it should not be lost that they efforts provided jobs to New Jersey contractors.

Gilmore confirmed to the newspaper that he was hired by AshBritt, but declined to say whether he has a conflict of interest because of his role as attorney for towns, such as Seaside Heights and Jackson, that hired the company.

Gilmore's firm also represents Brick Township and Berkeley Township, which hired AshBritt.

Ocean County officials said the hiring of the Florida-based firm for debris removal was legal and necessary for a quick response in the weeks after Hurricane Sandy.

Responding to comments from Gary Black of Jackson, who claimed an article in the Star-Ledger of Newark criticized Ocean County's involvement with AshBritt, a debris removal firm hired by the state, the Ocean County Board of Freeholders said the county was piggybacking on the state's contract.

The exchange took place at a Jan. 16 meeting of the Ocean County Board of Chosen Freeholders.

"Under state law, counties may use contracts the state has in place," Freeholder Gerry P. Little said in response to Black's comments.

That Ledger article, accessible here,  suggested the company and the state exploited political ties and distress over the storm to gain municipal clients. Ocean County was only briefly mentioned as one of its clients.

In an email entitled "AshBritt Had Extensive Experience And Unique Capabilities To Respond To Major Disasters," Gov. Chris Christie's office responded Tuesday that AshBritt is a "national, rapid-response natural disaster recovery company well tested in marshaling extensive resources quickly to remove massive amounts of debris from communities that have been impacted by natural disaster."

"AshBritt is currently overseeing and coordinating 83 subcontractors in New Jersey for cleanup work – 71 percent (59) of which are all New Jersey companies," the email said.

Belmar Mayor Matt Doherty's wife, Maggie Moran, has ties to the company that the borough contracted to clean-up after Hurricane Sandy.

The company, AshBritt, has dozens of contracts throughout the state to haul debris from the devastating storm, and Belmar is one of them. The borough most recently decided to approve $2.6 million to AshBritt's contract for Belmar's garbage and debris removal.

However, when previously questioned on the reasons behind his abstentions from voting on agenda items, Doherty responded at council meetings that his wife works in public affairs, not lobbying, and clarified the work Moran does for M. Public Affairs, a company she created.

When questioned by a resident at the Jan. 16 council meeting whether Moran has ties through her firm and Conti, the company hired by AshBritt to market its potential contracts, Doherty said yes Moran does work with Conti but has no ties directly working for the borough of Belmar. He has recused himself from voting in the past.

George Gilmore financed Mayor Amato's campaign last year, and recieved township attorney. Amato chose Ashbritt for clean up & his friend George Gilmore got the commission on the deal. George Gilmore is on the Ashbritt payroll.

I live on the Barrier Island. I watched these folks clean up an absolute mess. They worked 7 days a week, almost non stop for a long time. I agree that a bidding contractor process is normally the way to go. But in this instance, The State and local Governments acted quickly to get this done. If Government officials waited for the normal process, we may not be as far along as we are, which is still disappointing to me. I give the Government and its officials a pass this time on this.

Anthony, you are spot-on in your comments. The Governor's decision made it easier for the local town governments to quickly hire someone. For those towns that were able to do their own research and hire an independent contractor, great job. But, many of the local governments couldn't get themselves out of a paper bag when it comes to making a decision due to local political conflicts. Those towns would still be trying to decide who to hire if Christie hadn't made this possible. For other towns, the elected officials were personally affected by Sandy and might not have had the time to do the extra work. It's clear that this is simply more politics at work, with Christie's upcoming election. They need to cut it out. I hate to think that any future Govenor would have second thoughts about taking action if New Jersey were to find itself in a similar situation in the future.

Whether or not AshBritt did a good job is not the issue! It doesn't give a politician the right to personally profit from a natural disaster. The problem here is that Gilmore put money in his pocket from the deal despite having a conflict of interest.
It's how he makes his millions. He uses his political clout to put people in office then they hire him and his firm for positions that pay tons of money. This has been going on for probably about 30 years. The voters in Ocean County are fools for turning a blind eye to this blatent quid pro quo.

This time the Republicans are right. It's a witch hunt like other democrat witch hunts...& it's all about being desperate to turn Ocean County blue. Considering the scope of the damage, the contractors did a great job cleaning up the initial debris in my area & in most other areas I've seen. I don't care where they were from though I hope it's true a majority were from NJ. Did anyone have a problem if an electric company from Georgia or Alabama restored your power? NO! You were darn glad even though I'm sure local democrats are working diligently "to connect" George Gilmore to Georgia & Alabama Power's Boards of Directors. As of Mar 1 workers were still collecting debris as residents continue to repair their homes. The curbside pickup is going to stop soon & people will be responsible for getting rid of debris themselves. Just wait....then they'll start stirring the pot to get you to complain about that too.

Thank Gov. Christie and the NEW DCA of NJ for screwing the american small business owner... The dept. of consumer affairs are not fining all the corrupt legal contractors that were NOT REGISTERED and employed the illegal aliens that do not pay taxes, insurance or workers comp like AMERICAN business owners do. Oh wait those contractors were fixing up the rich man/woman's homes at the shore using CHEAP SLAVE LABOR to fix up homes that the middle class continuously pay for... They have cheap labor so the Fema payments covered there expenses but the middle classer that supports real american companies GET SCREWED again. I love that I have to explain to my kids that corruption, cheating, stealing and fraud DOES PAY.

wether or not, where is the monies going that the dumps charge for taking the debris. Are we charging AshBrit for dumping at our dump sites, I had read somewhere that it was $81.00 a ton for droping off. Who is getting that money????

1stCav- This Gilmore stuff absolutely disgusts me, however your post is slightly misguided. If a Municipal Court Judge was to actually serve seven towns, he/she would deserve every penny that he/she was paid. Everyone thinks that a Judge just sits on the bench during court hours and rules on the plea bargained decisions that were made between the Prosecutor and the Defense Attorney. Everyone forgets the fact that Municipal Court Judges are on call 24 hours a day, 7 days a week, 365 days a year for their local police departments. EVERY TIME a police officer seeks bail on a criminal charge, he must contact the JMC (Judge Municipal Court) for his jurisdiction. In one jurisdiction alone, this can happen a few times a night. It can be 1am, 3am, 10pm, or all of those times, it doesn't matter. Now imagine one single Judge, serving multiple jurisdictions. I guarantee you that Judge does not get one single full night of sleep until he goes on vacation.

I am disgusted by the political corruption in this county with our Republican leadership; however, I will not agree with you on your above comment about a Judge who serves multiple jurisdiction. If you want to agree that a Judge who serves one jurisdiction doesn't deserve the pension/benefits then fine, I will agree, BUT a Judge that serves multiple jurisdictions certainly earns his paycheck.

Having the same judge in seven different towns might also make it more difficult for criminal defendants to use certain excuses before the judge. When a judge seems the same guy before him in several towns, it gives that judge a real picture about that guy, don't you think?

As far as the Judge argument goes, aren't there other attorneys in Ocean County who have the skills to be appointed a Municipal Judge? I would think so. Why should one person pull a salary (not to mention pension) well above 6 figures? It's politics, plain and simple.

Just goes to show in my opinion that the corruption is wide spread and controlled by the few county and state wide not just locally. The saddest thing is that when the "democrats" took the majority in Stafford, they appointed the same judge. When I asked them why they would do that, I was told by one of the new council people "There was no one else who was qualified". I needed my hip waders for that line of poop!!!! As my Dad used to say, there is no difference in the parties, they all eat out of the same pot of s--t!! This is a fact in Ocean County.

The clean up of Sandy could have went out for bids like most projects do when it comes to Township business. You have to advertize in local papers for x amount of time then you open the seal bids and then at the next town meeting the lowest bid gets voted on by the council. Then the companies who did not get the bid could challenge the whole process. This awarding of contracts to do Township business takes months (during normal times). So the process was circumvented to provide a quick response to the home owners affected by Sandy. To tackle this monumental task of cleaning up as soon as possible was the right thing to do.

Jim actually your not correct in this instance. State law ways the need to advertise to bid in an emergency. The law allows the town to simply pick up the phone and take phone bids just like you or me if we wanted to get work done. So the Towns actually could have hired the clean up companies from NJ with less paperwork hassle than with AshBritt and saved us $75 Million.

I am more and more amazed at the ignorance shown by the people who respond to these news items. Did everyone want to wait maybe 6-8 weeks at a minimum before any debris was cleaned up? I don't think so. Did anyone who placed storm related debris at the curb lay one penny out of their pocket for it to be removed? No. Does anybody realize that there are dumping fees set, long before Sandy, for the disposal of C&D at every dump site in NJ? I'm sure the ignorant posters to this site don't know a thing about how this works yet they continue to write as if they were experts on the matter. Of course there is also $50M spent over what it should really cost. You are dreaming and really show that you know nothing about this type of work, only your desire to insinuate that politicians are pocketing millions of dollars. How sad.

Gilmore just can't seem to help himself, and muddied an otherwise amazing job by getting involved in this. I agree with the article that hiring Ashbritt under the circumstances showed tremendous leadership. People constantly complain that our elected officials don't get anything done, but want to sit back and pick apart decisions that are made, too. Face it...the entire State was reeling after Sandy, with power outages everywhere, trees down everywhere, and flooding along the coastline and in other parts of the State too. Ashbritt did a great job, and used a large number of NJ contractors. It was sooo depressing to see all of those piles of debris outside of everyone's homes, and it was an essential step towards healing and rebuilding to have those piles removed as quickly as possible.

It's not the job they did. It's the money they charged. Towns that used their own workers or hired locals, in most cases, not only had the work done but saved the taxpayer's money. Funny how those who are always complaining about the money that is spent by the goverment (whether it's federal, state or municipal) don't have a problem with the exorbitant costs associated with Ashbritt.

Corzine has his name come up at least twice in this article. He is the poster boy for political and private corruption. Most any other person not so connected to the president would have been indited or in jail by now.
So many of these politicians, turned royalty, abuse the system without fear of prosecution. They protect each other knowing that their turn to get caught will come, so wrist slaps are the only punishment.
When will we the people march on Washington and demand the system be fixed. It appears too many are either feeding from the teet filled by corruption or too busy trying to make ends meet to get involved. Sadly the politicians know this and thrive on it.

It seems to me that both Governor Christie and Ocean County Prosecutor Ford stated quite clearly that anyone taking unjust advantage of Hurricane Sandy victims would be prosecuted under the most severe charges allowed by law. Obviously, those two statements were designed to fulfill the Ocean County political belly-laugh of the day requirement (the Vicari factor), at least in regards to Gilmore. I'm so glad Gilmore and Christie were able to contract the services of AshBritt so we could obtain an immediate no-bid contract to pay $100M in debris removal for $40M to $50M in legitimate removal costs. No wonder to Governor has built such an impressive reelection campaign fund. One might think Happy Gilmore would simply be satisfied with the hundreds of thousands of dollars in Ocean County and local property taxes he doesn’t pay each year on the numerous properties he controls throughout the county that often result in more politically profitable windfalls. But I guess if I had the weak-kneed local elected officials in each Ocean County community forgiving my taxes and passing them onto the unconnected community taxpayers, I’d smile and say okay too. It fascinates me that the FBI has been unable to find any political corruption in Ocean County since Christie was the US Prosecutor. Perhaps we should offer the FBI a new challenge. Can they find anything in Ocean County that isn’t politically corrupt?

None offered Local Bay-men or local knowledgable people Jobs to get this huge task done . These guys are doing destroy whats left of the Bay floor because one they dont know the area .Second thing ive been told Dredging isn't happing not in this summer time . Go buy two props for your boats and forget jet skis there far to much debris in the water for it to be safe .

Thank god for the Governor's quick action. Our street, which is close to the open bay on the main land, looked like a war zone and on some streets, still does. If you were not affected directly by Sandy, come on down and talk to anyone who was flooded. While your here, help with the clean up of the homes that are still waiting for their flood insurance money and can't afford any remediation.

@john Eric, where did you go to school? Dredging the bay will have NO EFFECT on the flooding. Dredging the bay to make it deeper will not allow it to hold more water.

THEN YOU TELL ME WHERE THE HELL IS ALL THIS WATER COMING FROM IN THE LAST TEN YEARS I HAVE .. watched my back yard disaapper the welands now get completely covered and the water comes down them like a frieght train to my house . Go out side did a whole fill it with water then put a shovel back in you tell me what happens . thats school I went to . Screw the intercoastal water just leave it all where it is all the gass cans oil plastic gutters alumium leave it in the god dam bay because you experts all of sudden know whats wrong with the bay where were you ten years ago .. Dont tell me sliting in the lagoons and the tribuatrys doesnt raise the water level it does you know why

John- that defies physics, when you say dredging will have no effect on bay water level. If you have two containers having the same diameter siting side by side with their tops even with one another, by filling one to the top(bay water level) then taking that same amount of water and pouring it into a second deeper container, the water level will not reach the top. As for toxicity, that will have to be determined by testing; then if toxic, the soils will have to be carted to a toxic waste site. This was done a while back in Point Pleasant when they dredged the lagoon entrances to the bay.

What a nasty comment, and sorry Ken, you're wrong. "Dredging the bay will have NO EFFECT on the flooding". Duuurrrrr. There are now millions of tons of sand and debris in the bay, sandbars, small mountains of sand that weren't there before that, believe it or not, are so substantial they are actually changing the way water flows in and out of the bay. May be hard to wrap your head around but it's true. Dredging (and it will have to be a massive operation) will fix it.

If you want to get an idea as to what's been happening in the bay, go to this link which displays tide levels at Mantoloking from the USGS... Plug in the dates from 2010-11 to present, then scale back, you'll see the higher tide level changes after Sandy.

I have been living on a lagoon in Waretown for the last 10 years and what I have noticed Is the water level has risen about 2 inches . So the oceans are rising and dredging the bays will not help the water levels

There has been no change in the Bay water levels usgs maps going back to 2009. Dredging the bay will let the bay hold a larger volume (Cubic Feet ) due to the fact that it will be deeper. However the sea level elevation will remain the same
elevation. when a NorEaster approaches the wind blows out of the southeast, then east and as it passes northeast to out of the north. When the wind blows towards the land for an extended period of time it pushes the water in. With this over a couple of tide changes the water does not leave the bay, so with each tide change it only get higher in elevation.
So, dredging the bay may help the boaters like me, But it will not stop the flooding.

. I understand how bidding on government jobs is a long process. But just like they can call a emergency meeting to approve the money to pay them. So why couldn't something like that happen to seal a proper bids. The only reason i can see that they didn't do that is because they had been informed to use ashbritt. I have read articles that they didn't get into town until week or more after the storm. But was getting jobs and hiring other companies to do the work until they arrived to do some themselves. And then they become they hero of the clean up, which the people actually did the clean up and put it to the curb. If you wanted to be a true hero and help to the people of New Jersey. Then stop ripping us off. 100 million dollars to drive around with trucks that have claws to pick up the garbage. Maybe if you did manual labor and actually help people one on one then maybe you would deserve the money. And what happened to all the money from the metal, plastic, and any other thing that can be recycled. I am sure it had to add up to a very large amount of money.(maybe its in the vacation fund).

Could not agree more.... Corruption is rampant in ocean county and just wait for the health care reform to kick in. I am a person in the service industry and you should see all the Drs that are sleeping with lawyers/judges in Toms River (Actually sleeping and living with each other) SOCH and Barnabas (Now I know why they had to take the saint out of there name) being the largest employers I feel sorry for the elderly they are gonna get screwed. Wait till the lawyers start taking there homes away for non payment of medical bills. Did you know there is a lawyer/judge that owns over 75 homes in NJ as rental properties in which he got those homes in one way or another directly or indirectly from lawsuits and or there settlements from the elderly... Old people better wake up and use the internet (Including the PATCH and other resources) to share information about the foreign doctors that are buying up everything in ocean county as well (after they marry american nurses to stay in the country). You not only will be broke but homeless... Please wake up elderly before it is too late for yourselves and your families

Hey old and middle class of the shore.... Why did the Governor allow the unregistered and unlicensed contractors that got caught providing SANDY relief off Scott free with out having to pay any fines... I am a small business owner that pays taxes, registration fees, insurance premiums and workers comp for my employees. I got screwed because I could not compete. Dept of consumer affairs you should be ashamed of yourselves. Oh wait look at what attorneys work for the Dept of consumer affairs and where there houses are located so they could get free labor slaves to do work on there homes so they could maximize there Fema and Sba claims... Middle class and poor Screwed again
