New Legislation, Superintendent's Advisory Team Among Items to be Discussed at Galloway BOE Meeting

The legislation concerns the possibility of moving school elections to November and taking the budget out of the hands of the voters.

which would allow the school district to take school budgets out of the hands of the voters and move school elections to November is scheduled to be among the topics discussed by the at tonight's meeting at the , Superintendent of Schools Annette Giaquinto has stated.

The legislation was signed into law by Gov. Chris Christie last Tuesday, Jan. 17. Tonight's meeting begins at 7 p.m.

The formation of a Superintendent's Advisory Team is listed among the items listed on the agenda for tonight's meeting. According to the agenda, the team's purpose is "to provide information to and elicit input from key stakeholders in our schools and community regarding school district issues (e.g., referendum, budget and achievement)."

The team would include parents/guardians from the various schools, members of the community, representatives from council, BOE members, business/non-profit group representatives, two middle school students and representatives from the GTEA, GTPSA and the central office.

The school district's was defeated by the voters last year, and was only approved after council cut about out of the proposed budget.

A December referendum was also defeated by and at recent meetings, the Board of Education has expressed frustration at voter turnout and discussed ways to make voters more aware of upcoming elections and referendums. It remains possible that the referendum defeated by voters in December may once again go out for a vote in

    Re: Thomas Dowd, Executive County Superintendent, to recuse himself from all

New Jersey Conflicts of Interest Law. All documents that require review and approval

of the Executive County Superintendent should be addressed to Dr. Richard Stepura.

7.       Discussion: Superintendent’s Advisory Team

Purpose: To provide information to and elicit input from key stakeholders in our schools and community regarding school district issues (e.g. referendum, budget, and achievement).


          Composition:
          2 (10 total) parents/guardians from each elementary school and GTMS
          1 parent/guardian from preschool
          5 members from the community-at-large
          2 reps from Municipality/Town Council
          2 reps from business/non-profit community groups
          2 Board of Education members
          3 GTEA members
          2 GTPSA members
          1 central office staff member (not part of the GTEA or GTPSA)
          2 GTMS students

          How to Join the Team:

          Provide your name, email, and phone number.
         Participants will be selected based on the aforementioned categories and level of interest. If there
         are more interested individuals than openings, participants in that category will be selected at

1.    Resolution to ratify the submission of the AtlantiCare Healthy School’s Mini Grant

in the amount of $1,400 submitted by Susan Kerrigan, Middle School multiple

disabilities class teacher.


2.    Resolution to approve the acceptance of a 2011-2012 AtlantiCare Healthy Schools
    Initiative Mini Grant Garden Award in the amount of $1,500 awarded to Susan
    Kerrigan for use with her multiple disabilities class.

3.    Resolution to approve 95 Pomona Pre-school students for the following educational
    experiences:

The Superintendent recommends approval of the following resolutions for formal Board action, as recommended by Timothy Kelley, School Business Administrator:

 

1.    Resolution authorizing the Galloway Township Public School District to enter into a cooperative     pricing agreement as follows:


    WHEREAS, N.J.S.A. 40A:11-11(5) authorizes contracting units to establish a Cooperative     Pricing System and to enter into Cooperative Pricing Agreements for its administration; and

    WHEREAS, the Middlesex Regional Educational Services Commission, hereinafter referred to     as the “Lead Agency " has offered voluntary participation in a Cooperative Pricing System for     the purchase of goods and services;

    WHEREAS, on January 23, 2012, the governing body of the Galloway Township Public School     District, County of  Atlantic, State of New Jersey duly considered participation in a Cooperative     Pricing System for the provision and performance of goods and services;

    NOW, THEREFORE BE IT RESOLVED as follows:

TITLE


    This resolution shall be known and may be cited as the Cooperative Pricing Resolution of     the Galloway Township Public School District

AUTHORITY


    Pursuant to the provisions of N.J.S.A. 40A:11-11(5), the School Business Administrator,     Timothy E. Kelley, is hereby authorized to enter into a Cooperative Pricing Agreement with the     Lead Agency.

CONTRACTING UNIT


    The Lead Agency shall be responsible for complying with the provisions of the Local Public     Contracts Law (N.J.S.A. 40A:11-1 et seq.) and all other provisions of the revised statutes of the     State of New Jersey.

EFFECTIVE DATE


    This resolution shall take effect immediately upon passage.

2.    Resolution to approve  L.A-D. to attend Coastal Learning Center January 5, 2012)

at the cost of  $240.46 per diem to be reimbursed (112 days X $240.46 = $26,931.52).

 

3.    Resolution to approve  A.D., an interim placement, at Coastal Learning Center,

for 45 days at the cost of $10,820.70 ($240.46  per diem  X  45 days) beginning

4.    Resolution to approve the correct rate of $300 per day for Jay Saslav, speech consultant, (the rate originally approved was $250), beginning January 24, 2012 until an appropriate speech-language pathologist is employed or until June 30, 2012.

         the use of various classrooms and the cafetorium at Galloway Township Middle

         School on Saturday, March 10, 17, 24, 31, April 14, 21, 28, and May 5, 2012 from

         8:00 a.m. to 12:30 p.m. each week.

2.        The Galloway Cub Scout Pack 12 has requested the use of the Roland Rogers
          cafeteria on Saturday, February 25, 2012 from 2:00 p.m. until 7:00 p.m. for their
         Blue and Gold Dinner.
          (Custodial fee applicable for weekend use at 1-1/2 times the prevailing rate.)

3.    Atlantic United Soccer has requested the use of the Arthur Rann gymnasium
    every Tuesday evening from January 3, 2012 through February 28, 2012 from
    8:30 p.m. to 9:30 p.m. for practice.

4.    The Galloway Warrior Youth Lacrosse team has requested the use of the district’s
    fields from March 25, 2012 through May 31, 2012.

1.            School Board Recognition Month in New Jersey

January 2012

 

WHEREAS,    The New Jersey School Boards Association and the National School Boards Association have declared January 2012 to be School Board Recognition Month, a time that all residents might acknowledge the contributions made by our local school board members; and

 

WHEREAS,     The Galloway Township Board of Education is one of 587 local school boards in New Jersey that sets policies and oversees operations for public school districts; and

 

WHERAS,    The Galloway Township Board of Education embraces the goal of high-quality education for all New Jersey public school students; and

 

WHEREAS,    New Jersey’s local school boards help determine community goals for the education of approximately 1.4 million children in pre-kindergarten through 12th grade; and

 

WHEREAS,     New Jersey’s 4,800 local school board members, who receive no remuneration for their services, act as advocates for public school students as they work with administrators, teachers and parents for the betterment of public education; and

 

WHEREAS,    School boards strive to provide the resources necessary to meet the needs of all students, including those with special needs; and

 

WHEREAS,    Boards of education provide accountability to the public; they communicate the needs of the school district to the public; and they convey to school administrators the public’s expectations for the schools; and

WHEREAS,    New Jersey can take pride in its schools, which rank among the nation’s best in indicators such as high school graduation rates, class size, college entrance exam participation, and Advanced Placement offerings and test scores.  Now, therefore, be it

 

RESOLVED,    That the Galloway Township Board of Education, does hereby recognize the services of local school board members throughout New Jersey as we join communities statewide in observing January 2012 as SCHOOL BOARD RECOGNITION MONTH; and be it further

 

RESOLVED, That the Galloway Township Board of Education urges all New Jersey citizens to work with their local boards of education and public school staffs toward the improvement of our children’s education.
